The University of Nevada, Las Vegas invites applications forThreat Assessment & Emergency Management Coordinator,University Police Services [R0140925]

ROLE of the POSITION

The Threat Assessment and Emergency Management Coordinator (TAEMC),reports to the Assistant Director of Threat Assessment andEmergency Management and serves at the direction of the VicePresident and Director of University Police Services. Thecoordinator manages violence prevention and threat managementprograms, including active coordination and participation ininstitutional Student Behavioral Intervention Teams (BIT),monitoring of employees and individuals of concern and theiractivities, and assessing persons who may be a threat to others orthemselves. Under the direction of the Assistant Director of ThreatAssessment and Emergency Management, the individual will assist intriaging, investigating, and coordinating assigned threat cases.The position is responsible for ensuring that all stakeholderspotentially impacted by individuals are aware of the risks, bestpractices and available options. The position reviews assignedcases, conducts follow-up, maintains records and closes out activecases. The individual works collaboratively with institutionalpartners to recommend trespasses, conduct assessment, and developsafety and contingency plans. The position provides a variety oftraining programs to address identifying potential threats,managing training to employees on behavioral patterns of troubledindividuals. The position is subject to on-call and/or must beavailable after-hours and on weekends. The position must be asubject matter expert in threat assessment, case management,violence prevention, intervention techniques, current law,statutes, ordinances, regulations, practices, court decisions inthe area of workplace violence, and other applicable topics inorder to complete tasks assigned.

This position will serve as a Threat Assessment and EmergencyManagement Coordinator (TAEMC). Working under the supervision ofthe Assistant Director of Threat Assessment and EmergencyManagement, the TAEMC manages violence prevention and threatmanagement programs, including active coordination andparticipation in institutional Student Behavioral InterventionTeams (BIT), monitoring of employees and individuals of concern andtheir activities, and assessing persons who may be a threat toothers or themselves. Under the direction of the Assistant Directorof Threat Assessment and Emergency Management, the individual willassist in triaging, investigating, and coordinating assigned threatcases. The position is responsible for ensuring that allstakeholders potentially impacted by individuals are aware of therisks, best practices and available options. The position reviewsassigned cases, conducts follow-up, maintains records and closesout active cases. The individual works collaboratively withinstitutional partners to recommend trespasses, conduct assessment,and develop safety and contingency plans. The position provides avariety of training programs to address identifying potentialthreats, managing training to employees on behavioral patterns oftroubled individuals. The position is subject to on call and/ormust be available after-hours and on weekends. The position must bea subject matter expert in threat assessment, case management,violence prevention, intervention techniques, current law,statutes, ordinances, regulations, practices, court decisions inthe area of workplace violence, and other applicable topics inorder to complete tasks assigned.

The TAEMC will collaborate with all Southern Command institutionsto identify, analyze, prioritize, and promote preparednessinitiatives and assist in developing and maintaining the EmergencyOperations Plan (EOP), so that Southern Command institutions ableto better respond to natural and man-made disasters. The TAEMC willfulfill vital roles within the Emergency Operations Center (EOC) toensure effective and efficient execution of emergency planningtasks and responses. The TAEMC will be required to analyze emergentsituations to identify potential problems and coordinate responseand recovery efforts to maintain life safety, to stabilize theincident, to protect property and the environment, and to maintaincritical business functions.

Within both roles, solutions frequently require coordination acrossmultiple Southern Command institutions and with local, state, andfederal agencies. The position also assumes a vital role in formingrelationships with key constituents. There is a high level ofvisibility in internal and external relations between this positionand law enforcement personnel, institutional units and resources,mental health organizations, courts and the community whichrequires a high degree of responsiveness, initiative, and judgmentin building and maintaining those relationships. The TAEMC's goalis to enhance Southern Command institutions preparedness, response,recovery, and mitigation capabilities to enable an effective andsuccessful response to threats, emergencies, or crises. This roleinvolves developing, implementing, and monitoring Southern Commandwide programs and policies to ensure compliance with federal,state, and local regulations and standards, and ensure a safeworkplace, in the areas of threat management and emergencypreparedness. Work requires the completion of training assessments,training sessions for institutional partners, exercise developmentand execution, and after-action reporting. Further this positionwill serve as an alternate lead expert for threat assessment andemergency management issues for all NSHE institutions withinUniversity Police Services jurisdiction including UNLV, CSN. NSC,DRI's (Southern Nevada campus) and NSHE's Southern Nevadaoffices.

PROFILE of the DEPARTMENT

The Nevada System of Higher Education (NSHE) was established in1865 and comprises two doctoral-granting universities, a statecollege, four comprehensive community colleges and oneenvironmental research institute. The public system of highereducation in Nevada is governed by the Board of Regents servingover 100,000 students and 15,000 employees.

University Police Services, Southern Command, is a full servicecategory I law enforcement agency that serves the University ofNevada, Las Vegas, the College of Southern Nevada, the DesertResearch Institute and Nevada State College. The departmentconsists of 163 employees and has responsibility for the publicsafety needs of 80,000 students, faculty and staff over an 800square mile service area. Law enforcement operations consists of 80full and part time sworn peace officers, a full service 9-1-1Center, K-9 operations; emergency management operations with afully functional EOC and oversight of major special events hostingmore than a million visitors a year to various events.

We operate 24 hours a day, 365 days a year and are the providersand/or coordinators for all emergency services on campus. MINIMUM QUALIFICATIONS

This position requires:

  • A Bachelor's from an accredited college or university asrecognized by the United States Department of Education and/or theCouncil on Higher Education Accreditation (CHEA)in a related fieldrequired. Relevant fields include (but are not limited to),criminal justice, homeland security, emergency management, highereducation management, organizational development, education,planning, operations analysis, public administration and four yearsof related professional experience;
  • or Master's Degree with two years of related professionalexperience;
  • or an equivalent combination of education and experience may beconsidered.

PREFERRED QUALIFICATIONS

  • Experience in the field of emergencypreparedness/management
  • Significant work experience in any of the following (but arenot limited to), criminal investigations, law enforcement, threatassessment, intelligence, emergency management, higher educationmanagement, organizational development, education, planning,operations analysis, public administration.
  • Qualification as an Incident Command System (ICS) instructorand Master Exercise Practitioner (MEP) preferred.

KNOWLEDGE

  • Threat assessment and case management.
  • Current law, statutes, ordinances, regulations, practices andcourt decisions in the areas of workplace violence, threatassessment, and other applicable topics.
